Police and Judiciary Ranked Pakistan’s Most Corrupt Sectors: Survey Reveals

by Mahnoor Arif

A new report by Transparency International Pakistan has revealed growing public concern about corruption in the country. The National Corruption Perception Survey (NCPS) 2025 shows that Pakistanis consider the police, procurement systems, and the judiciary to be the most corrupt sectors. These findings reflect the challenges that ordinary citizens face in their daily interactions with public institutions.

According to the survey, 77 percent of Pakistanis are dissatisfied with the government’s efforts to control corruption. Many believe that the current measures are either ineffective or not implemented properly. The report also highlights that 59 percent of people do not trust their provincial governments, pointing to concerns about transparency and accountability.

Despite these negative perceptions, the survey brought forward one positive detail. Sixty-six percent of respondents said they were not asked for bribes directly, suggesting that petty corruption may have decreased. However, Pakistanis remain worried about issues such as delays in corruption cases, political interference, and weak systems for monitoring financial misconduct.

People who took part in the survey also demanded strict checks on political funding, arguing that unregulated financial support for political parties often leads to misuse of power. Another major concern was the performance of accountability bodies such as NAB and FIA. Citizens want these institutions to work independently, without political pressure, and with greater efficiency.

The survey stresses that ineffective provincial anti corruption units and slow legal processes have damaged public confidence. It calls for stronger laws, better enforcement, and more transparency in government operations. The findings show a clear message from the public: Pakistan needs urgent reforms to rebuild trust and ensure fairness in its institutions.
