Pakistan and Japan have signed a 350 million yen ($2.2 million) grant agreement to strengthen the Human Resources Development Scholarship Programme (JDS), creating new postgraduate study opportunities in Japan for Pakistani federal civil servants.
Under the agreement, 17 government officials will receive scholarships to pursue advanced studies in Japan. The programme includes 16 master’s scholarships and one PhD placement, with the aim of developing specialized knowledge and strengthening the professional capabilities of public-sector officials.
The agreement was signed in Islamabad, reflecting the continued partnership between Pakistan and Japan in human resource development and institutional capacity building. The Japan International Cooperation Agency (JICA) is also supporting the initiative as part of its broader cooperation with Pakistan.
The JDS programme is designed to equip government officials with advanced academic and professional skills that can contribute to more effective public administration and policymaking. Beneficiaries will have the opportunity to gain international academic exposure and bring their expertise back to Pakistan.
During discussions surrounding the agreement, Pakistan and Japan also explored opportunities to broaden cooperation in several areas. These included skills development, infrastructure, education and economic growth, highlighting the wide-ranging nature of bilateral relations.
The latest grant demonstrates Japan’s continued support for Pakistan’s efforts to strengthen its public-sector workforce through higher education and professional training.
By investing in postgraduate education for government officials, the programme is expected to contribute to long-term institutional development while strengthening people-to-people and educational ties between the two countries.
