The federal government has announced major reforms to make travel safer and more organized for Pakistani pilgrims visiting Iran and Iraq.
From January 1, 2026, a new Registered Group Organizer System will replace the old Salar system. This change is aimed at improving accountability, safety, and the overall management of pilgrim travel. Organizers will now be officially registered, and strict action will be taken against those operating without approval.
To accommodate the large number of pilgrims during Arbaeen, 107 special flights to Iraq have been scheduled. The number of weekly flights to Iran has also increased, rising from 6 to 15. These steps are expected to make travel easier and more accessible.
The government is also looking into the possibility of starting a ferry service, offering an alternative travel option for pilgrims. So far, more than 1,400 applications have been received from people interested in becoming registered group organizers.
Authorities are taking a strong stand against illegal travel operators to protect pilgrims from unsafe or poorly managed trips. Only authorized and registered organizers will be allowed to operate.
In addition, land travel routes will be reviewed after Ashura to explore ways to improve road travel options.
These changes reflect the government’s commitment to improving the pilgrimage experience for Pakistani citizens. By ensuring proper planning, increasing flight options, and taking action against unlicensed operators, the goal is to make religious travel safer, more comfortable, and better organized in the future.
