HEC to Stop Recognising Certain Foreign Degrees Earned Online from Spring 2026

The Higher Education Commission (HEC) of Pakistan has issued an important advisory for students planning to study abroad. Starting after Spring 2026, HEC will not recognise foreign degrees that are officially listed as on-campus or conventional programmes but were completed fully through online or blended learning. This new rule aims to protect the quality and value of degrees earned by Pakistani students.

According to the advisory, degrees must match the approved mode of study registered with the foreign university. If a programme requires physical attendance but students complete it entirely online without proper approval, it will not get equivalence from HEC. Students must also fulfil the residency requirements set by the awarding country.

This policy applies to both current students and those planning to enrol in the future. HEC urges young people to carefully check the programme details with the university and the relevant education authority in that country before joining. The goal is to stop misuse of online modes in programmes meant for in-person learning.

HEC will continue to evaluate degree equivalence cases individually through its online system. Students can apply for assessment based on their specific situation. This move comes as more students choose foreign education, including online options that grew popular during the COVID-19 period.

Experts say the decision will help maintain high standards for Pakistani graduates seeking jobs or further studies at home. Students are advised to prefer fully online programmes that are officially recognised as distance learning if they cannot travel abroad.
