A tense moment took place at the 76th FIFA Congress in Vancouver, Canada, on April 30, 2026. Jibril Rajoub, president of the Palestinian Football Association (PFA), refused to shake hands or even stand next to Basim Sheikh Suliman, vice president of the Israel Football Association.

FIFA President Gianni Infantino invited both officials to the stage and tried to bring them together for a handshake and photo. He placed his hand on Rajoub’s arm and gestured for him to move closer. Rajoub declined and walked away, later saying national dignity cannot be compromised for protocol.

According to Palestinian FA Vice President Susan Shalabi, Rajoub stated he could not shake the hand of someone brought to “whitewash” Israeli actions. Rajoub also shouted “We are suffering!” before leaving the stage.

The incident happened after both men addressed the Congress. Rajoub had spoken about alleged violations of FIFA rules by Israeli clubs based in West Bank settlements. He criticized FIFA for recognizing problems but taking limited action. The PFA has long argued that these clubs breach FIFA statutes because settlements are considered illegal under international law.

Rajoub confirmed that the Palestinian FA has appealed to the Court of Arbitration for Sport (CAS) over FIFA’s decision not to sanction Israel. The appeal was filed on April 20, 2026, after years of complaints. FIFA had earlier fined the Israel FA a small amount for discrimination issues but decided against stronger measures, citing the unresolved legal status of the West Bank.

Rajoub stressed that the issue is about fair enforcement of football rules, not politics. He said Palestinian lives and principles must be respected. The event highlighted deep divisions in world football ahead of the 2026 World Cup.
